NEWS IN 97-19 INTERNATIONAL ACTION July 11, 1997 ITU COST RECOVERY FOR RADIOCOMMUNICATION NOTIFICAT IONS During the June 23 - June 27 meeting of the International Telecommunication Union (ITU) Council, the subject of ITU cost recovery for registering and processing satellite notifications and other products and services, including terrestrial notifications, was addressed. The Council agreed to a resolution which adopted the principle of cost recovery for satellite registrations and notifications. The resolution anticipated that any application of the cost recovery concept to satellites would await completion of several matters. These include related issues (Resolution 18 - Kyoto, 1994) to be taken up at the ITU World Radio Communications Conference this fall, studies to be conducted related to costs and appropriate procedures and fee schedules to be developed. The resolution further anticipated the completion of cost studies and the adoption of appropriate procedures that would pertain to other products and services. Actual application of cost recovery will await consideration of all of the above by the 1998 ITU Council and the 1998 Plenipotentiary Conference. The final text of the ITU Cost Recovery Resolution is expected to be forwarded by the ITU to Administrations in the near future.
