Washington, D.C. 20554 December 30, 1997 OFFICE OF ENGINEERING AND TECHNOLOGY ISSUES BULLETIN SUPPLEMENT TO PROVIDE GUIDANCE IN EVALUATING MOBILE AND PORTABLE DEVICES FOR COMPLIANCE WITH EXPOSURE GUIDELINES FOR RADIOFREQUENCY ELECTROMAGNETIC FIELDS On August 25, 1997, the Commission's Office of Engineering and Technology (OET) issued a revised version of OET Bulletin 65, "Evaluating Compliance with FCC Guidelines for Human Exposure to Radiofrequency Electromagnetic Fields." This bulletin, provides assistance in determining whether FCC-regulated transmitting facilities, operations and devices comply with limits adopted by the Commission in 1996 for human exposure to radiofrequency (RF) electromagnetic fields. One of the areas discussed in Bulletin 65 is compliance with the limits adopted by the Commission for safe exposure to RF emissions from mobile and portable devices, such as non-fixed wireless transmitters and hand-held cellular telephones. A supplement has now been developed to provide further guidance for use by applicants for FCC equipment authorization in evaluating these devices for compliance with RF safety limits. This supplement, Supplement C, is entitled, "Additional Information for Evaluating Compliance of Mobile and Portable Devices with FCC Limits for Human Exposure to Radiofrequency Emissions." This is the third supplement to Bulletin 65. Supplement A, issued in August, provides additional compliance information designed specifically for radio and television broadcast stations. Supplement B, issued in November, provides similar information for amateur radio station operations.
