THE OFFICE OF ENGINEERING AND TECHNOLOGY PRESENTS A TUTORIAL ON "WIRELESS COMMUNICATIONS AND ENHANCED 911 SERVICES" The Federal Communications Commission's (FCC) Office of Engineering and Technology will present a tutorial on "Wireless Communications and Enhanced 911 Service" on March 24th, at 1:00 p.m. in the Commission Meeting Room, Room 856, at 1919 M Street N.W. The tutorial will be given by William Stanton of the National Emergency Number Association, Philip Petersen of Motorola, and Peter Reed of Pacific Bell. In the "Second Report and Order" in General Docket 90-314, adopted September 23, 1993, the Commission responded to petitions from the National Emergency Number Association and the Association of Public Safety Communications Officials by urging the parties to address the issue of locating a caller from a wireless telephone to 911 emergency services. The purpose of this tutorial is to provide a forum for the representatives to the 911 service providers, the manufacturers and the telephone companies to address the problems associated with wireless services and 911. William Stanton will describe what 911 service entails, what the problems of 911 services are with respect to location of the calling party, and what 911 service prividers would like to have from wireless communications systems. Philip Petersen will outline the byplay between economics and the provision of services in wireless communications. Peter Reed will describe the parameters of what technologies can provide to the problem of location in wireless contacts with 911. William E. Stanton spent 40 years with Ohio Bell and its successor Ameritech. He was instrumental in bringing Ohio into the 911 environment while serving as Product manager for Ohio Bell. He has been the Executive Director of NENA for the past five years. Philip C. Petersen is Manager of Market Research-Personal Communications Services at Motorola's General Systems Sector in Chicago. He will chair the National Electronics Consortium's TecForum on the "Challenges of Implementing and Optimizing PCS" in June. Peter W. Reed is a member of the Pacific Bell technical staff where he is the 911 system integrator. He has served as a member of the FCC's Network Reliability Council 911 Focus Group and is actively working with NENA and APCO to develop standards for 911 service over wireless communications networks.
