On October 26, 1999, Alation Systems Inc. ("Alation") submitted a motion to the Commission to extend the reply comment deadline in the above captioned proceeding from November 2, 1999 to November 19, 1999. Alation states that the additional time is required to prepare a thorough and meaningful response to the large volume of comments filed, many of which raise complex technical issues. 2. The Commission does not routinely grant extensions of time in rule making proceedings. However, we believe that providing more time will enable Alation and other entities to submit additional information that will be beneficial to the record in this proceeding.
