On April 2, 1996, Cornell University requested that the reply comment deadline in this proceeding be extended from April 16, 1996 to April 30, 1996. Cornell states that additional time is needed because the Observatory's principal representative responsible for this proceeding is attending radio astronomy conferences throughout Europe and is not scheduled to return to the Observatory until after the reply comment deadline. Although it is the policy of the Commission that extensions of time not be routinely granted, we believe the potential impact of this proceeding on the Arecibo Observatory and on Commission licensees in Puerto Rico justifies additional time to permit interested parties to address the issues in this proceeding. Accordingly, IT IS ORDERED, that the date for filing reply comments in this matter be extended to April 30, 1996. 2.
