The NAL proposed imposition of a forfeiture against Willis Broadcasting Corporation in the amount of twelve thousand dollars ($12,000) pursuant to Section 503(b) of the Communications Act of 1934, as amended ("the Act"), 47 U.S.C.  503(b), and Section 1.80 of the Commission's Rules ("the Rules"), 47 C.F.R.  1.80, for willful violation of Section 308(b) of the Act, 47 U.S.C.  308(b), and Section 11.35 of the Rules, 47 C.F.R.  11.35(a).
