In particular,  x|Section 503(b) of the Act requires that the Commission "take into account the nature,  xcircumstances, extent and gravity of the violation, and with respect to the violator, the degree of  xculpability, any history of prior offenses, ability to pay, and other such matters as justice may  x!require." 47 U.S.C.  503(b)(2)(D). As stated above, Petitioner makes no arguments on  xreconsideration. Moreoever, as we noted in the forfeiture order, this forfeiture action resulted  xzfrom our third investigation of ACI's operations, and each of these investigations disclosed  xviolations of the Commission's certification rules.
