Report No. CI 99-13 COMPLIANCE AND INFO ACTION March 12, 1999 FCC TAKES ENFORCEMENT ACTION IN CALIFORNIA AND PENNSYLVANIA AMATEUR RADIO REPEATER CASES The Commission has shut down a San Francisco Amateur Radio Repeater system located at Grizzley Peak, CA, due to lack of station control by the licensee, Bruce Wachtell, Call Sign K7IJ. FCC monitoring of the communications on the four repeaters in the system, operating on 145.290, 223.780, 440.175 and 441.175 MHz revealed jamming, rebroadcast of cordless telephone calls, as well as solicitation of unlicensed users by the Control Operator, Blake Jenkins, Call Sign N6YSA. Both Wachtell and Jenkins have been given 30 days to provide information to the Commission regarding operation of the Amateur Repeater. Four users of the K7IJ repeater who had operated on the repeater prior to receiving a FCC license, had their license grants set aside by the Commission. Meanwhile, in a Pennsylvania Amateur Radio Repeater case, the Commission utilized mobile radio direction finding techniques to solve a longstanding interference problem. Two amateur radio operators, Michael Gallagher, Call Sign KB3DHX, of Concord, MA, and Kornwell Chan, Call Sign W3C1, of Dresher, PA, were determined to have maliciously interferred with the Phil-Mont Mobile Radio Club Repeater two meter station, W3QV. Commission personnel traced the radio transmissions on multiple occasions in February to a vehicle in Willow Grove and in Hatboro, PA, Both licensees have been issued Notices of Apparent Liability for $7,500. - FCC - For further information, contact W.
