     On March 1, 2000, GTE Service Corporation ("GTE") filed a Petition for Waiver of the
Commission's affiliate transactions rules.  In its petition, GTE requests that the Commission
waive 32.27(c) of its rules to allow GTE to continue to record transactions with its separate
services affiliate at fully distributed cost without incurring the obligation to obtain a market
valuation study.  GTE claims that this waiver is for a limited time period until contracts with
former GTE affiliates have expired.

Interested parties may file comments no later than April 20, 2000, with the Secretary,
FCC, 445 12th Street, S.W., TW-A325, Washington, D.C. 20554.  Replies to these comments
should be filed no later than May 5, 2000.  Comments should reference File No. ASD 00-23.  A
copy of each pleading should also be sent to Alicia Dunnigan, Accounting Safeguards Division,
