September 28, 1998) ("Pennsylvania Numbering Order"). The Pennsylvania Numbering Order delegated additional authority to state public utility commissions to order NXX code rationing in jeopardy situations and encouraged state commissions to seek further limited delegations of authority to implement other innovative number conservation methods. On November 19, 1999, the Georgia Public Service Commission (Petitioner) filed a petition requesting a grant to the Petitioner of additional authority to implement number conservation measures in the State of Georgia. The Petitioner specifically requests authority to: (1) institute thousands-block number pooling; (2) order the return of unused and reserved NXX codes; (3) set NXX code allocation standards; and (4) require submission of utilization data. Petitioner states that granting these measures will help ensure that number resources are made available in an efficient, equitable and timely basis to all carriers and slow the pace of area code relief, without having anticompetitive consequences or favoring one segment of the industry over another. Petitioner further states that this authority will protect the consumers of telecommunications in Georgia from the expense and confusion of repeated area code relief measures. We hereby seek comment on the issues raised in Petitioner's request for delegation of additional authority to implement the above number conservation measures.
