       REQUEST BY BELL ATLANTIC-MASSACHUSETTS FOR LIMITED
        MODIFICATION OF LATA BOUNDARIES TO PROVIDE ELCS

     On August 11, 1998, Bell Atlantic-Massachusetts (Bell Atlantic) filed a petition requesting
modification of local access transport area (LATA) boundaries to provide expanded local calling
service (ELCS) between its Warren and Sturbridge exchanges in Massachusetts.

     Interested parties may file comments concerning this matter on or before September 16,
1998 and reply comments on or before September 30, 1998.  All filings must reference File No.
NSD-L-98-114 and should be sent to Magalie Roman Salas, Secretary, Federal Communications
Commission, 1919 M Street, N.W., Washington, D.C., 20554.  Two copies should also be sent to
Alan Thomas, Network Services Division, 2000 M Street, N.W, Room 210B, Washington, D.C.,
20554.  Copies of documents filed with the Commission may be obtained from the International
