The NANC report was developed in response to a Commission directive in the First Report and Order and Further Notice of Proposed Rulemaking, CC Docket No. 92105,Y  #X P7XP# Í#A\  PP#See In the Matter of the Use of N11 Codes and Other Abbreviated Dialing Arrangements First Report and Order and Further Notice of Proposed Rulemaking, CC Docket 92105, 12 FCC Rcd 5572, 5608 (1997).Y that NANC explore the feasibility of abbreviated dialing arrangements other than N11 codes and estimate how rapidly such alternative abbreviated dialing arrangements could be deployed. N11 codes are threedigit telephone numbers in which the first digit is 2 through 9 and the last two digits are both 1. The NANC Report addresses the necessity for additional abbreviated dialing arrangements and the technical feasibility of implementing these arrangements. Specifically, the NANC Report includes: a definition of abbreviated dialing; suggestions regarding the type of applications abbreviated dialing arrangements may serve, as well as the types of applications such arrangements should not serve; a discussion regarding the possible use of N11 codes; and a discussion about whether vertical service codes (VSCs) should be employed for abbreviated dialing purposes. In addition, the NANC Report identifies and discusses several potential formats that might be suited for industry deployment; explores the network and service impacts of the deployment, and estimates the time frame for implementation. We seek comment on the complete NANC Report. We request that interested parties comment not only on the assumptions and conclusions contained therein, but also on any related items or issues not addressed in the NANC Report. We further request that interested parties address the Minority Opinions located at Appendix B of the NANC Report.
