The Idaho Commission requests the Commission to provide for the treatment of CTC Telecom, Inc., a local exchange carrier (LECs) planning to offer telephone exchange service in Idaho, as an incumbent local exchange carrier for purposes of section 251(c) of that Act. The Idaho Commission further requests that the Commission to provide for the treatment of all similarly situated LECs as incumbent LECs for purposes of Section 251(c). We will treat the Idaho Commission's petition as a petition for rulemaking.
