The PSP limits the length of access code and/or subscriber 800 calls. 2. The PSP limits the number of digits that can be dialed by the calling party on an access code or subscriber 800 call. 3. The PSP requires the calling party to make a coin deposit in order to place an access code and/or subscriber 800 call. Sprint states that all three of the practices amount to unjust enrichment for the PSPs. Sprint states that the best way to discourage these practices is through a declaratory ruling that would make PSPs ineligible to receive compensation if they engage in such practices. Interested parties may file comments concerning this matter on or before October 26, 1998, and reply comments on or before November 16, 1998.
