The Commission had directed the NANC to develop standards and procedures necessary to provide for commercial mobile radio service (CMRS) provider participation in local number portability no later than nine months after the release of the Second Report and Order. The NANC Report addresses the integration of local exchange carrier (LEC) and CMRS provider number portability as well as wireless specific issues related to number portability. In an attachment to the NANC s transmittal letter entitled Support of Nation Wide Roaming, the NANC recommends that the Commission provide clarification on the intended impact on those CMRS providers involved in nation wide roaming, but not involved in number portability. Additionally, the report states that NANC Working Groups will continue to review systems and processes during the remainder of this year to determine the reduction in porting intervals from wireline to wireless carriers and to consider the impacts of LNP on resellers. The Working Groups will submit their recommendations to the NANC no later than December 31, 1998. Upon receipt of the final report, the Commission s procedures, as set forth in 130 of the Second Report and Order concerning the Bureau s adoption, modification or rejection of a NANC recommendation, will become operative. Pursuant to the Federal Advisory Committee Act, 5 U.S.C., App. 2  9, and consistent with its charter, the NANC s authority is limited to providing advice and recommendations to the Commission. All procedural requirements of the Administrative Procedures Act, 5 U.S.C.  551 et. seq., and other applicable statutes will apply to this proceeding. At this time, we seek preliminary comments on the NANC Report by August 10, 1998, and reply comments by August 31, 1998. Arguments specific to any one entity or entities should be clearly identified in all pleadings filed. Ex parte presentations in this proceeding will be governed by the procedures set forth in Section 1.1206 of the Commission s rules, that are applicable to permit-but-disclose proceedings.
