Washington, D.C. 20554 DA 98-291 Released: February 13, 1998 FOUR SCHOOL DISTRICTS IN MAINE SEEK WAIVER OF URBAN-RURAL DESIGNATION CC Docket No. 96-45 AAD/USB File No. 98-34 Comment Date: March 4, 1998 Reply Comment Date: March 16, 1998 On May 8, 1997, the Federal Communications Commission ("Commission") released an Order stating that the determination of whether a school, library, or health care provider is located in an urban or a rural area for purposes of receiving universal service support would be based on the Office of Management and Budget's ("OMB") Metropolitan Statistical Area ("MSA") designation of metropolitan and non-metropolitan counties (or county equivalents), adjusted by the most currently available Goldsmith Modification, which identifies rural areas within large metropolitan counties. Four school districts in the state of Maine have filed petitions for waiver based on the urban designation assigned to their districts under Commission rules. On January 28, 1998, the River Valley School District filed a Petition for Waiver of the urban designation assigned to the towns of Turner and Greene, located in Androscoggin County, Maine. On January 28, 1998, Maine School Administrative District No. 6 filed a Petition for Waiver of the urban designation assigned to the towns of Buxton, Hollis, Limington, and Standish, Maine. On February 11, 1998, the Long Island School District and the Long Island Community Library filed a Petition for Waiver of the urban designation assigned to the town of Long Island, Maine. On February 11, 1998, the Old Orchard Beach School Department filed a Petition for Waiver of the urban designation assigned to the town of Old Orchard Beach, Maine. All four school districts assert that they should be classified as rural. Parties wishing to comment on these petitions are directed to file comments on or before March 4, 1998, to file reply comments on or before March 16, 1998, and to follow the procedures set forth below. Filing Requirements. All filings should reference: Maine Petitions for Waiver, CC Docket No. 96-45, AAD/USB File No. 98-34. All interested parties should include the name of the filing party and the date of the filing on each page of their comments and reply comments. Parties should include a table of contents in all documents regardless of length and should indicate whether they are filing an electronic copy of a submission via the Internet or via diskette.
