REQUEST BY BELL ATLANTIC-PENNSYLVANIA FOR LIMITED MODIFICATION OF
LATA        BOUNDARY TO PROVIDE EXPANDED LOCAL CALLING SERVICE 

                                   On October 17, 1997, Bell Atlantic-Pennsylvania (Bell Atlantic) filed a petition requesting modification
of a LATA boundary to provide one-way, extended local calling service (ELCS) from the Howard,
Pennsylvania exchange to the State College, Pennsylvania exchange.

Interested parties may file comments concerning this matter on or before November 21, 1997 and
reply comments on or before December 5, 1997.  All filings must reference File No. NSD-L-97-34
and should be sent to William F. Caton, Acting Secretary, Federal Communications Commission,
