On November 13, 1997, using information submitted by the Universal Service Administrative Company (USAC), Schools and Libraries Corporation, and Rural Health Care Corporation, the Accounting and Audits Division announced the proposed universal service contribution factors for the first quarter of 1998.(1) Pursuant to the Commission's rules, those contribution factors would be deemed approved on November 28, 1997 if the Commission took no action regarding the proposed contribution factors.(2) On November 26, 1997, the Accounting and Audits Division extended the review period for the proposed first quarter 1998 universal service contribution factors until December 5, 1997.(3) In this Public Notice, the Accounting and Audits Division further extends the period of time during which the Commission may modify the proposed universal service contribution factors for the first quarter of 1998. Accordingly, the time period during which the Commission may review the contribution factors and the basis for those figures is extended until December 12, 1997. If the Commission takes no further action regarding the contribution factors by December 12, 1997, the proposed contribution factors shall be deemed approved by the Commission. Once the proposed contribution factors are deemed approved by the Commission or are modified and approved in a subsequent Public Notice, USAC shall use the approved contribution factors to calculate and bill universal service contributions.(4)
