The Commission referred issues raised in the Notice to the 80-286 Federal-State Joint Board on Separations for preparation of a recommended decision. In order to facilitate review of comments and replies, interested parties should include the name of the filing party and the date of the filing on each page of their comments and replies. Comments and replies also should identify clearly the specific portion of the Notice to which a particular comment or set of comments responds. If a portion of a party's comments does not fall under a particular topic listed in the Table of Contents of the Notice, such comments should be included in a clearly labelled section at the beginning or end of the filing.
