COMMON CARRIER BUREAU SEEKS COMMENT ON NORTH AMERICAN NUMBERING COUNCIL LETTER SEEKING CLARIFICATION OF THE TERM "TECHNOLOGY NEUTRAL"

By letter dated August 22, 1997, the North American Numbering Council (NANC) requested guidance from the Federal Communications Commission (Commission) on the meaning of technological neutrality in the context of addressing area code depletion generally, and more specifically in the introduction of number pooling under an NXX-X Location Routing Number (LRN) scheme prior to the adoption of local number portability (LNP) by all carriers and in Unassigned Number Porting. The NANC's letter states that Commission orders have required technological neutrality, and the meaning of this term has been inconclusively explored by NANC members. The NANC letter is attached to this Public Notice.

The NANC is a federal advisory committee that provides recommendations to the Commission on numbering matters. It has been addressing various issues concerning the North American Numbering Plan (NANP), numbering administration, implementation of local number portability, and number conservation.

We seek comment on the issues raised in the NANC's August 22, 1997, letter by October 29, 1997, and reply comments by November 6, 1997. Interested parties should file an original and four copies of their comments with the Office of the Secretary, Federal Communications Commission, 1919 M Street, NW, Washington, DC 20554.
