Ameritech stated in its petition that the proposed new service and rate elements, when implemented through tariffs, will authorize Ameritech to begin to perform prearranged and default SPNP queries on behalf of telecommunications carriers (TC) as recently required by the Commission. Ameritech states that they seek in this petition the authority to establish a new service by October 1, 1997, so they can perform LTNP queries on traffic received by it from other TCs that have chosen not to deploy LTNP in their networks, but rather to rely on the local exchange carriers to perform their LTNP queries on their behalf. Further, Ameritech states that while the Commission will shortly prescribe a LTNP cost recovery mechanism in accordance with the 1996 Act, Ameritech's proposal is complementary to that mechanism since it seeks to implement a new switched access service that will enable Ameritech to perform LTNP queries for other TCs and to assess appropriate charges to those carriers. In addition, Ameritech states that since LTNP is being implemented beginning on October 1, 1997, it is imperative that the Commission approve this petition as soon as possible.
