Washington, D.C. 20554 DA 96-258 PLEADING CYCLE ESTABLISHED FOR COMMENTS ON SNET'S PETITION FOR WAIVER OF PART 69 OF THE COMMISSION'S RULES CCBPol 96-08 Released: February 28, 1996 On February 26, 1996, Southern New England Telephone Company (SNET) filed a petition seeking a waiver of certain sections of Part 69 of the Commission's Rules. Specifically, SNET requests a waiver of the rules regarding End User Common Line (EUCL) charges in order to allow SNET to bill EUCL charges to competing LECS (CLECs) that resell SNET's unbundled local loops. SNET also seeks a waiver of the rules regarding the Presubscription Change Charge in order to allow SNET to bill the Presubscription Change Charge to CLECs that resell SNET's unbundled local loops. SNET states that these waivers are required because SNET will no longer have a direct relationship with end user customers of resellers. SNET states that the waiver will assure that EUCL charges will continue to be assessed upon SNET's customer of record for the local exchange service (the reseller) in the same manner as they are today. In addition, SNET seeks a waiver of the Commission's Rules so that it can assess CCL charges on a flat-rate basis for customers of SNET's unbundled loops. SNET states that to the extent it will not be providing switching functions for CLECs that purchase SNET unbundled loops, SNET will be unable to measure, and therefore bill, originating or terminating usage. Interested parties are asked to file comments on SNET's petition for waiver by March 11, 1996, and March 21, 1996, with the Secretary, FCC, 1919 M Street, N.W., Washington, D.C. 20554.
