DA 95-345 PLEADING CYCLE ESTABLISHED ON GLCC'S PETITION FOR RECONSIDERATION OF ORDER AND AUTHORIZATION GRANTING AMERITECH'S AUTHORITY TO PROVIDE VIDEO DIALTONE SERVICE W-P-C- NOS. 6926, 6927, 6928, 6929, 6930 Released: February 24, 1995 On February 3, 1995 Great Lakes Cable Coalition (GLCC) petitioned the Commission for reconsideration of the Commission's Order and Authorization granting Ameritech authority to provide video dialtone service in multiple locations in its telephone service area. (See Order and Authorization, FCC 94-340, released January 4, 1995). GLCC requests that the Commission rescind its order and authorization until Ameritech's local exchange monopoly is opened to competition. In the alternative, GLCC argues that the Commission should amend its decision to clarify certain sections of the order. In particular, GLCC argues that the Commission should include in its ordering clause a requirement that Ameritech provide a minimum of 390 channels of capacity. GLCC also argues that the Commission should clarify that Ameritech is prohibited from undertaking any channel sharing scheme under its authorization. GLCC further argues that the ordering clauses in Ameritech's authorization should expressly prohibit Ameritech from providing programming over its system, either directly or through an affiliate. Finally, GLCC argues that the Commission should clarify its position on the relevance of comparisons with traditional cable data as support for the reasonableness of Ameritech's economic justification analyses. Oppositions to this Petition must be filed by March 6, 1995, and Replies to an Opposition must be filed by March 15, 1995.
