Pacific seeks this waiver to establish new rate elements to offer new switched transport services based on Synchronous Optical Network (SONET) Ring and Access Service. Pacific wishes to add seven new service elements to its SONET tariff offering to permit switched transport rates which differ from those for switched transport in a non-SONET Ring and Access Service environment. Pacific states that SONET Ring and Access Service is a digital fiber optic hierarchy which transports Special and Switched Access services. The service provides increased capability for remote supervision and performance monitoring with data communications channels, improved sectionalization, and element manager surveillance. Pacific also states that the service features faster facility configuration with point and click operation from remote locations and that the service uses self-healing bi-directional ring architectures and the add/drop capabilities inherent in ring services to improve overall survivability and reliability over current point to point services. Pacific states that SONET Ring and Access Service also provides an increase in bandwidth which allows aggregation of end user customer or carrier traffic to speeds up to 2.4 Gbps and provides significant savings per unit of traffic delivered through the network. Pacific claims that its customers will gain economies from SONET Ring and Access Service based on network designs that are more cost effective. Pacific notes that it already offers similar Special Access services under Tariff F.C.C. No. 128, Section 7.2.11. Interested parties may file comments on Pacific's petition for waiver no later than July 21, 1995. Replies may be filed no later than July 28, 1995. An original and four copies of all comments and replies must be filed in accordance with Section 1.51(c) of the Commission's Rules, 47 C.F.R.  1.51(c). In addition, one copy of each pleading must be filed with International Transcription Service (ITS), the Commission's duplicating contractor at its office at 2100 M Street, N.
