Ô €^ÔÁ€ÁAT&T argues that this decision will undermine the development of even limited Ô û£ Ôcompetition in the exchange access market. AT&T also argues that the Commission's reliance Ô û£ ‡Ôon the waiver process to provide this pricing flexibility will encourage other local exchange Ô û£ µÔcarriers to seek similar relief thereby diverting Commission resources. In addition, AT&T Ô û£ Ôargues that NYNEX's ability to bill its carrier common line revenue shortfall to interexchange carriers is discriminatory.
