This Order dismisses the Request for Review of the School District of the Borough of Wilkinsburg (Wilkinsburg), Wilkinsburg, Pennsylvania that was received by the Commission June 8, 1999, which seeks review of the Universal Service Administrative Company's (USAC or Administrator) Decision on Appeal, dated April 16, 1999. Under section 54.720 of the Commission's rules, 47 C.F.R.  54.720, any such appeal must be filed within 30 days of the issuance of the decision as to which review is sought. Documents are considered to be filed with the Commission only upon receipt. 47 C.F.R.  1.7. 2. In its Request for Review, Wilkinsburg states that it did not receive any notification of the Administrator's Decision on Appeal until it was delivered by mail on May 14, 1999 but does not provide documentation supporting this assertion. Wilkinsburg's statement that the denial letter was not delivered until May 14, 1999, without more substantiation, is an insufficient basis to exempt Wilkinsburg from the requirement that an appeal of a decision must be brought within 30 days of the date of the decision. Because the instant Request for Review was not filed within the specified 30-day period and Wilkinsburg has not made a showing warranting the acceptance of its late-filed appeal, the Request for Review will be dismissed without further consideration. 3. ACCORDINGLY, IT IS ORDERED, pursuant to authority delegated under sections 0.91, 0.291, and 54.722(a) of the Commission's rules, 47 C.F.R.  0.91, 0.291, and 54.722(a), that the Request for Review filed on June 8, 1999 by the School District of the Borough of Wilkinsburg, Wilkinsburg, Pennsylvania IS DISMISSED.
