The Common Carrier Bureau has before it a Petition for Reconsideration filed February 23, 1998, by Armstrong Communications, Inc. (Armstrong). Armstrong requests reconsideration of a January 22, 1998, order by the Bureau denying Armstrong's original petition. The Armstrong Petition requested that the Commission direct Citizens, pursuant to sections 251(b) and (c) of the Telecommunications Act of 1996 (the Act), to provide Armstrong with interconnection and to negotiate in good faith the terms and conditions of an interconnection agreement consistent with those sections. In addition, or in the alternative, Armstrong requested that the Commission preempt the jurisdiction of the Pennsylvania Commission pursuant to section 252(e)(5) of the Act with respect to Armstrong's pending request for interconnection with Citizens. 2. The Bureau properly decided Armstrong's section 252(e)(5) petition for the reasons stated in its Memorandum Opinion and Order. Armstrong raises no new facts or arguments in its petition for reconsideration, and therefore on reconsideration, there is no reason to disturb our initial decision. 3.
