On August 7, 1998, the Commission released a Notice of Proposed Rulemaking (NPRM) in CC Docket No. 98-147 proposing measures to promote the deployment of advanced services in a competitive manner by both incumbent local exchange carriers and new entrants. The NPRM requires parties to file comments on or before September 25, 1998, and reply comments on or before October 16, 1998. On October 9, 1998, the United States Telephone Association (USTA) filed a Motion for Extension of Time for filing reply comments to the Commission's NPRM. 2. In its pleading USTA requests that the deadline for reply comments be extended until November 16, 1998. USTA states that because many comments have been filed and in view of the significance of this proceeding, it lacks sufficient time to respond to all of the issues raised by commenters in a comprehensive manner. 3. We deny USTA's request for an extension of the October 16, 1998, date for filing reply comments. Although we recognize that the current pleading schedule is relatively compressed and that the proceeding has elicited a voluminous record, an extension of time would adversely impact the Commission's ability to proceed under its current accelerated schedule. 4.
