In its petition, RTC requests an extension of nineteen days from September 30, 1998 to October 19, 1998 to implement LNP in Sacramento. The purpose of the delay is to permit RTC to complete intercarrier LNP testing and to align RTC's implementation efforts with those of Pacific Bell, the incumbent local exchange carrier  X 0(LEC).4{  k  X0ԍ#X\  P6G;ɒP#On May 15, 1998, the Common Carrier Bureau granted Pacific Bell's petition to extend the Phase IV  {O$September 30, 1998 implementation deadline until October 19, 1998. FCC, 897 F.2d 1164, 1166 (D.C. Cir. 1990), citing WAIT  {O!$Radio v. FCC, 418 F.2d 1153, 1159 (D.C. Cir. 1969), cert. denied, 409 U.S. 1027 (1972); Industrial  {OM"$Broadcasting, Co. v.
