Pursuant to Section 1.46 of the Commission's rules, 47 C.F.R.  1.46, various consumer groups have moved for a sixty-day extension of the dates for filing comments and petitions to deny in response to the applications of SBC Communications Inc. ("SBC") and Ameritech Corporation ("Ameritech") to transfer control of Commission licenses and authorizations. SBC and Ameritech ("Applicants") filed transfer of control applications on July 24, 1998 in connection with a planned merger between the two corporations. By public notice released July 30, 1998, the Commission established a pleading cycle with Petitions/Comments due September 15, 1998 and Oppositions/Responses due October 15, 1998. 2. On August 14, 1998, the Ohio Consumers' Counsel et al. filed a motion to extend the deadline for filing Petitions/Comments to November 16, 1998, with Oppositions/Responses due December 16, 1998. Ohio Consumers' Counsel et al. state that the requested extension of time would enable interested parties to provide more thorough and deliberate input into the record of this proceeding. Ohio Consumers' Counsel et al. state that their analysis of the proposed merger is not expected to be completed until "mid to late October." They also state that the requested extension of time would not adversely affect SBC and Ameritech because Applicants face approval proceedings in at least three states, as well as the Securities and Exchange Commission, and because Applicants allegedly had not anticipated completion of the approval process until the latter half of 1999. 2. Applicants filed a Response to the Motion for Extension of Time on August 27, 1998. Applicants assert that they would be prejudiced by the requested extension because it would likely result in an equivalent delay in obtaining a decision on their applications. Applicants state that the Commission has provided more time for filing Petitions/Comments in this proceeding than in other recent large merger proceedings. 3. In responding to the Ohio Consumers' Counsel et al. Motion and the joint opposition filed by SBC/Ameritech, we seek to balance the desire of Applicants to have their filing reviewed as expeditiously as possible with the need of interested parties to have an adequate opportunity to respond to the filing. We recognize that the proposed transaction is very large and could impact many individuals and organizations. Because we find that allowing commenters additional time to conduct their analysis may benefit the Commission's deliberations in the above-captioned proceeding, without causing undue delay, and because Ohio Consumers' Counsel et al. have timely moved for an extension under Section 1.46, we hereby grant an extension of time of thirty (30) days for filing Petitions/Comments and Oppositions/Responses in the above- captioned proceeding. 3. Accordingly, IT IS ORDERED, That Petitions/Comments in this proceeding must be filed no later than October 15, 1998.
