     1.   Pursuant to Section 410(c) of the Communications Act of 1934, as amended, 47
U.S.C.  410(c), the Commission appoints the Honorable H. Russell Frisby, Jr., Chairman of the
Maryland Public Service Commission, to serve on this Federal-State Joint Board.  This
appointment fills the position recently vacated by the Honorable Sharon Nelson, Chairperson of
the Washington Utilities and Transportation Commission.  Henceforth a copy of all filings in this
proceeding shall be served on Commissioner Frisby at the following address:

     2.   The Commission gratefully acknowledges the contributions of Sharon Nelson to
the work of the Federal-State Joint Board.

     3.   Accordingly, IT IS ORDERED, pursuant to Sections 410(c), 254(a)(1) and 214(e)
of the Commissions Act of 1934, as amended, 47 U.S.C.  410(c), 254(a)(1) and  214(e),
respectively, Chairman H. Russell Frisby, Jr. of the Maryland Public Service Commission is
appointed to the Federal-State Joint Board in CC Docket No. 96-45.
