Because the Commission has not completed its review of pending petitions for reconsideration and of a number of ex parte filings recently made in the above-captioned rulemaking proceeding, and because it would be in the public interest to address and resolve issues raised by petitioners relating to rules scheduled to take effect on October 1, 1997, prior to the implementation of such rules, the Wireless Telecommunications Bureau hereby determines that the provisions and effective date of such rules should be stayed through November 30, 1997. 2.
