II. BACKGROUND  YO-x` ` 2. In the Third Report and Order in CC Docket No. 91-35, the Commission required LECs to file federal tariffs offering certain OLS services no later than  Y!-December 1, 1996.K~!8 xP-ԍxPolicies and Rules Concerning Operator Service Access and Pay Telephone Compensation, CC Docket  zPb -No. 9135, FCC No. 96131, Third Report and Order, rel. April 5, 1996 ("OLS Order"), para. 48. OLS services provide an operator service provider ("OSP") or interexchange carrier ("IXC") with information  zP!-concerning the subscriber's line from which a call originates. The OLS service contemplated by the OLS  zP"-Order transmits a two-digit code that identifies for the OSP or IXC the nature of the location from which a call has originated. For example, the two-digit code, "27," is sent when a call originates from a standard LEC coin telephone and the "70" code is sent when the call originates from a private pay telephone. K The OLS Order provided that LECs could make OLS services available  Y -either through flexible automatic numbering identification (Flex ANI)<" 8 xP&-ԍ xWhere a LEC's end office is equipped with Flex ANI, Flex ANI codes are automatically added to calls originating from that office. Generally, these codes come from a database within the end office that stores information about the access lines served by that office. This information includes a two digit code that  zP#)-identifies the nature of the location served by each access line (e.g., that the line serves a private pay"#)0*0*0*A)" telephone). On most calls, the Flex ANI information is automatically forwarded with each originating call through the LEC's network to the OSP or IXC. On certain calls that pass through LEC operator tandem switches, however, some LECs report that these Flex ANI codes are stripped and more basic codes are  zP-substituted. See, e.g, BellSouth Supplemental Petition at 24. Flex ANI is deemed "flexible" because new codes can be added to each end office database without the installation of new generic switch software. < or a line information" z0*0*0*"  Y-database (LIDB). z xP+-ԍ xLIDB is comprised of a variety of database services offered through regional databases called service control points (SCPs). Where LIDB is used to provide OLS, the IXC or OSP queries the database upon receipt of a call and receives in response a two digit code that identifies the nature of the location served by the access line from which the call originates.  The OLS Order further provided that a LEC could obtain a temporary waiver of the December 1, 1996, filing requirement if it demonstrated that it would not be  Y-"technically feasible or economically reasonable" to provide OLS services.Mb  zP -ԍ xOLS Order, para. 27.M III. PETITIONS AND COMMENTS  Yx-x` ` 3. The LECs listed in the attached Appendix filed petitions and other pleadings seeking extension or waiver of the December 1, 1996, deadline to file tariffs offering OLS services. The petitions under review raise significant questions regarding the feasibility of complying with the Commission's requirement that LECs federally tariff OLS  Yx-services on or before December 2, 1996. Zxx xP -ԍxBecause December 1, 1996, is a nonbusiness day, these tariff filings will be due December 2, 1996.  zPi -Those tariff revisions involving new service offerings shall be made on at least 45 days' notice. See Section  xP3-61.58(c)(5) and 61.58(d)(2) of the Commission's Rules, 47 C.F.R.  61.58(c)(5), 61.58(d)(2).  A brief extension will permit further consideration of these questions. Accordingly, we will grant an extension until December 23, 1996, for the LECs listed in the attached Appendix to file tariffs offering OLS services. The Common Carrier Bureau will issue a further ruling on the petitions prior to December 23, 1996. This extension will apply only to those LECs that have requested an extension or waiver. Other LECs continue to be required to comply with the tariff filing deadline  Y -established in the OLS Order. LECs that have requested an extension or waiver of the tariff filing deadline for some of their end offices remain required to file tariffs by December 2,  Y -1996, offering OLS services from their remaining end offices.   xP -ԍxSome LECs, such as Ameritech and BellSouth, indicate that they are technically able to offer OLS  zP-services from many but not all of their end offices.  See Ameritech Petition at 23; BellSouth Initial Petition at 35; and BellSouth Supplemental Petition at 2. BellSouth initially advised that it planned to offer OLS services through Flex ANI at 752 of its 880 end offices and that it requested only a limited waiver with respect to its remaining end offices. BellSouth Initial Petition at 35 and BellSouth Supplemental Petition at 2. In a letter filed November 27, 1996, however, BellSouth states that it has changed its plans, proposing now to employ LIDB rather than Flex ANI to provide OLS services at all end offices, and that it will soon supplement its petition to reflect these changes and to request an extension until August 1997.
