No. 2 ) Transmittal No. 982 ORDER Adopted: September 17, 1996 Released: September 17, 1996 By the Chief, Competitive Pricing Division, Common Carrier Bureau: 1. On July 5, 1996, Ameritech filed Transmittal No. 982 to revise its Tariff F.C.C. No. 2. Transmittal No. 982, which is scheduled to become effective on September 18, 1996, offers an unbundled rate structure for signaling system 7 (SS7), unbundles the digital network access link (DNAL) from signal transfer point (STP) access and reduces the STP Port Charge. With the DNAL unbundled, Ameritech's expanded interconnection customers are able to provide their own DNAL and obtain STP access through Ameritech's cross-connection service. No petitions have been filed against the above mentioned transmittal. 2. We find that because Transmittal No. 982 unbundles the DNAL from STP access and, therefore, provides interconnectors with the ability to provide their own DNALs and obtain STP access through expanded interconnection, this transmittal raises the same issues regarding rate levels, rate structures, and terms and conditions of service as those identified in the Virtual Collocation Tariff Suspension Order and in the Ameritech New Expanded Interconnection Service Suspension Order. Therefore, to the extent that the provisions of Transmittal No. 982 affect Ameritech's DNAL cross-connection service for expanded interconnection customers, this transmittal is suspended for one day, following the effective date, and will be subject to the investigations initiated in the Virtual Collocation Tariff Suspension Order and the Ameritech New Expanded Interconnection Service Suspension Order. This transmittal will also be subject to an accounting order to facilitate any refunds that may later prove necessary. 3. Accordingly, IT IS ORDERED that, pursuant to Section 204(a) of the Communications Act of 1934, as amended, 47 U.S.C.  204(a), and Section 0.291 of the Commission's Rules, 47 C.F.R.  0.291, the revisions to Ameritech Tariff F.C.C. No. 2, are filed under Transmittal No. 982, to the extent that they unbundle the DNAL from STP access, ARE SUSPENDED for one day from the effective date and investigations of the referenced tariff transmittal ARE INSTITUTED. 4. IT IS FURTHER ORDERED that Ameritech SHALL FILE tariff revisions within five business days of the release date of this Order to reflect this suspension. 5. IT IS FURTHER ORDERED that, for the above purposes, we waive Sections 61.56, 61.58, and 61.59 of the Commission's Rules, 47 C.F.R.  61.56, 61.58, and 61.59. Ameritech should cite the "DA" number of the instant Order as the authority for this filing. 6. IT IS FURTHER ORDERED that, pursuant to Section 204(a) of the Communications Act of 1934, as amended, 47 U.S.C.  204(a), Ameritech shall keep accurate account of all amounts received by reason of the rates that are the subject of these investigations.
