On February 28, 1995, Capital Cities/ABC, Inc., and National Broadcasting Company, Inc. (Joint Parties) filed a request for extension of time to file comments in response to the Fourth Notice of Proposed Rulemaking (NPRM) in the above-captioned proceeding. Comments are scheduled to be filed by March 6, 1995, and reply comments are scheduled to be filed by March 27, 1995. The Joint Parties request that the deadline for filing comments be extended thirty days, until April 6, 1995. 2. The Joint Parties state that additional time is necessary to allow them to fully address the issues raised in this proceeding. The Joint Parties state that they have not previously participated in the video dialtone proceedings, and that the NPRM raises issues that now require their participation. They argue that in view of the complexity of the questions raised by the NPRM and the importance of developing a complete record, an extension of thirty days will permit them to more fully address the issues, which they will be addressing for the first time. 3. We do not routinely grant extensions of time. In this case, however, we believe that the Joint Parties' input in this proceeding is important. Therefore, in the interest of allowing all parties to more fully address the issues raised in this proceeding, we are willing to grant parties an extension of time in which to file comments and replies. Given that a number of Section 214 applicants propose to provide programming over their video dialtone systems, however, it is critical that we resolve the issues raised in the NPRM as expeditiously as possible. We consequently believe that a thirty-day extension would result in excessive delay. Thus, we grant all parties a fifteen-day extension of time for filing of comments, and extend the filing dates for comments until March 21, 1995, and for reply comments until April 11, 1995. 4. According, IT IS ORDERED that the Joint Parties' Request for Extension of Time IS GRANTED to the extent provided herein, and otherwise IS DENIED. Federal Communications Commission James D.
