Glenn T. Reynolds has been appointed associate bureau chief of the Common Carrier Bureau. In this position, Mr. Reynolds will have primary responsibility for the oversight and coordination of issues handled by the Bureau's Policy and Program Planning Division, including 271 applications, merger reviews, and local competition rules. Mr. Reynolds most recently was chief of the Market Disputes Resolution Division of the Enforcement Bureau, which is responsible for resolving carrier complaints concerning violations of the Communications Act and Commission rules. Before the creation of the Commission's Enforcement Bureau in December 1999, Mr. Reynolds was chief of the Common Carrier Bureau's Enforcement Division. Prior to becoming a division chief, Reynolds served as the deputy chief of the Common Carrier Bureau's Enforcement Division, legal counsel to the bureau chief and as a staff attorney in the Enforcement Division. Prior to joining the Commission in 1996, Reynolds was in private practice specializing in antitrust, merger, and consumer protection law. He is a graduate of the University of Virginia law school. Jeffrey H. Dygert has been named an assistant bureau chief of the Common Carrier Bureau. Mr. Dygert will work on a variety of the bureau's issues, focusing on special projects. Since September 1998, Mr. Dygert has served as associate division chief of the Enforcement Bureau's Market Disputes Resolution Division and of the Common Carrier Bureau's Enforcement Division. Before that position, Mr. Dygert worked as a staff attorney in the Office of General Counsel and in the Common Carrier Bureau's Enforcement Division. Mr. Dygert joined the Commission in 1996 after litigating in private practice.
