RICHARD METZGER NAMED CHIEF,
A. Richard Metzger, Jr. has been named Chief of the FCC's Common Carrier
"I am gratified that Richard has agreed to serve as Chief," said Chairman William Kennard. "For the past four years, Richard has made important contributions to a wide variety of common carrier proceedings. He brings to this post an expansive knowledge of telecommunications, exceptional analytical skills, and a mastery of the law. I have the greatest regard for his intellect and character."
Metzger has been Acting Chief of the Common Carrier Bureau since September 1997. Prior to that, he served as a Deputy Chief of the Common Carrier Bureau. In that capacity, he supervised the work of the Bureau's Competitive Pricing and Policy and Program Planning Divisions.
Prior to joining the Commission in December 1993, Metzger was a member of the law firm of Rogers and Wells, resident in the Washington, DC, office. His areas of emphasis in private practice included telecommunications, antitrust, and public utility regulation.
Metzger is a graduate of Williams College, Phi Beta Kappa. He received a J.D. degree from Georgetown University Law Center.
