Dear FCC:

I am writing to say that each state should be required to implement
a SPEECH-TO-SPEECH program. California has such a program and it serves about 4,000 calls per month. Such a program meets the spirit and intent of the Americans with Disabilities Act.  I also support the position and recommendation of Dr. Bob Segalman, of California, that each state also be mandated to carry out an extensive outreach effort to contact potential users
and notify them of the service.
