I support Bob Segalman's reply comments on the Speech-to-Speech section of Proceeding 98-67.  I feel that Speech-to-Speech has the potential to liberate thousands of the disabled citizens who are unable to communicate over the telephone.  Although the computer and email have opened another avenue of possible communication for many, those who are unable to physically use this technology should be given the opportunity to participate as fully as possible in society through voice communication which Speech-to-Speech will provide.  In my view benefits of this service greatly outweigh the costs, and I hope you will approve the proposed regulations.
