It is essential that each state or telecommunications carrier
provide appropriate outreach to make Speech-to-Speech available
and useable to Americans with moderate speech disabilities. I
strongly urge adoption of the requirement that Speech-to-Speech
service be available within two years throughout the US, to
enable all Americans to use the telephone.
