Mr. Duboiz phoned to make the following comment in the 
above numbered proceeding. He said he is a person with 
a speech disability and has no access to e-mail nor can do 
postal mail. Here is his comment:

"When a person with a serious speech disability... I don't think
the (speech-to-speech) phone call should be monitored by 
anyone other than the speech-to-speech operator."
