Dear FCC,

Our agency supports the requirment that Speech-to-Speech be
provided nationwide within two years so that all americans with
moderate speech disabilities can use the telephone. We have
personally seen how this service has enhanced the lives of so
many speech disabled Californians.  Additionally, we support
requirements that each state provide adequate outreach to make
Speech-to-Speech useful to this underserved population.
