I support the requirement that Speech-to-Speech be provided nationwide within two years so that all Americans with moderate speech disabilities can use the telephone.  Each state or carrier must provide adequate outreach to make Speech-to-Speech useful to this population.  I am a Speech-to-Speech consumer.
