We support Dr. Segalman's written comments to the FCC of
7/ 19/ 98. Such as service is necessary & even vital for some
people (e. g. stroke or CVA survivors) who may need to adapt to
communicating with speech impairments they never had before. We
especially support his comments on outreach and the use of MSWs
FOR OUTREACH AS STS GETS UNDERWAY.

We agree that the nature of this population dictates that
someone with an MSW or similar credential conduct the outreach
and service monitoring in each state.
