As a deaf citizen who uses text telephone (TTY) and a worker with
deaf citizens with developmental disabilities, I urge FCC to require "chat
feature" of video conferencing and all other video products for the following
reasons:
 a) those who cannot read can include pictures obtained from clip art like
software to send pictures across the phone lines after creating them on
word processing files.

 b) it would reduce the cost of relay service if I can call a hearing
person  directly with a video product and communicate with him/her by typing
text.
