TESS COMMUNICATIONS, INC. FILES AN APPLICATION FOR OPEN VIDEO SYSTEM
                         CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502,    TESS Communications, Inc. ("TESS") filed an application on June 14,
2000 for certification to operate an Open Video System serving various communities in Colorado, Arizona, and
Nevada.  Comments are due to be filed with the Office of the Secretary and the Office of the Bureau Chief, Cable
Services Bureau, on or before June 19, 2000.  Comments must be filed in accordance with the requirements set forth
in 47 C.F.R. 76.1502(e).  The TESS application is available via the Internet:
