 CAROLINA BROADBAND, INC. FILES AN APPLICATION FOR OPEN VIDEO SYSTEM
                         CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, Carolina Broadband, Inc. ("Carolina Broadband") filed an application
on February 25, 2000 for certification to operate an Open Video System in various communities in North Carolina
and South Carolina.  Comments are due to be filed with the Office of the Secretary and the Office of the Bureau
Chief, Cable Services Bureau, on or before March 1, 2000.  Comments must be filed in accordance with the
requirements set forth in 47 C.F.R. 76.1502(e).  Carolina Broadband's application is available via the Internet at:
