WESTERN INTEGRATED NETWORKS, L.L.C. FILES AN APPLICATION FOR OPEN
                   VIDEO SYSTEM CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, Western Integrated Networks, L.L.C. ("WIN") filed an application on
February 3, 2000 for certification to operate an Open Video System in selected communities in Los Angeles and
Orange Counties, California.  Comments are due to be filed with the Office of the Secretary and the Office of the
Bureau Chief, Cable Services Bureau, on or before February 8, 2000.  Comments must be filed in accordance with
the requirements set forth in 47 C.F.R. 76.1502(e).  WIN's application is available via the Internet at:
