RCN TELECOM SERVICES OF ILLINOIS, INC. FILES AN APPLICATION FOR OPEN
                   VIDEO SYSTEM CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, RCN Telecom Services of Illinois, Inc. ("RCN Illinois") filed an
application on January 19, 2000 for certification to operate an Open Video System in Cook County, Illinois.
Comments are due to be filed with the Office of the Secretary and the Office of the Bureau Chief, Cable
Services Bureau, on or before January 24, 2000.  Comments must be filed in accordance with the requirements
set forth in 47 C.F.R. 76.1502(e). RCN Illinois' application is available via the Internet:
