WESTERN INTEGRATED NETWORKS, L.L.C. FILES AN APPLICATION FOR OPEN
                   VIDEO SYSTEM CERTIFICATION


     Pursuant to 47 C.F.R. 76.1502, Western Integrated Networks, L.L.C. ("WIN") filed an application on
January 7, 2000 for certification to operate an Open Video System in all or portions of Los Angeles, Orange and
San Bernardino Counties, California.  Comments are due to be filed with the Office of the Secretary and the Office
of the Bureau Chief, Cable Services Bureau, on or before January 12, 2000.  Comments must be filed in
accordance with the requirements set forth in 47 C.F.R. 76.1502(e).  WIN's application is available via the
